NHS England and NHS Improvement have announced a series of measures to improve coverage of annual health checks and flu vaccination for people with a learning disability. 

One of the commitments in the NHS Long Term Plan was to improve the quality of registers for people with a learning disability. This can be achieved through better coding and just using the 'On learning disability register XaKYb [416075005]' to identify any patients with Learning Disability

A number of reports exist to help practices identify possible learning disability patients and can be found under Clinical Reporting > Ardens > Conditions | Mental Health > Case Finders

These patients will need to be reviewed and if appropriate practices will need to add the new code 'On learning disability register XaKYb [416075005]'.

?Learning Disability as old register code used

Patients that appear in this report will be on the learning disabilities register already but have a code that is mapped to a learning difficulty code in SNOMED so will be removed from the register in the future.

?Learning Disability as QOF cluster code used

Patients that appear in this report will be have the old QOF cluster codes, for example 'mental retardation'. These will be on the learning disabilities register already but have a code that is mapped to a learning difficulty code in SNOMED so will be removed from the register in the future.

?Learning disability as has condition that indicates a LD

Patients have a diagnoses code that indicates a learning disability but are not on the learning disabilities register

NHS England have undertaken a review of the diagnoses that are associated with a learning disability and have identified diagnoses that should automatically ensure a patient is included on the learning disability register. We still advise the 'On learning disabilty register' code is added though.

?Learning disability as has condition that MAY indicate a LD

Patients may have a diagnoses code that indicates a learning disability but are not on the learning disabilities register

Some coded diagnoses do not automatically result in a patient being included on the learning disabilities register. One example of this is Down’s Syndrome. Patients that appear in this report will need to be individually assessed to determine if they have a learning disability and added to the register if appropriate.
